Radiation Protection Adviser Service

All licensees who work with ionising radiation are required by law to appoint one or more approved Radiation Protection Advisers (RPAs) from the register maintained by the EPA Office of Radiological Protection.

RPA Legislation

The Euratom Basic Safety Standards Directive (96/29/Euratom) requires ‘qualified experts’ to be involved in specified tasks relating to radiation protection.  In Ireland, the qualified expert is referred to as the Radiation Protection Adviser (RPA), as set out in SI 125 of 2000.  All licensees who work with ionising radiation are required to consult with an approved RPA, whose name appears on the EPA's register, on a range of matters including

  • The examination and testing of protective devices and measuring instruments
  • The design and construction of any new buildings or facilities
  • Modifications to any existing buildings or facilities
  • Changes to the use of any buildings or adjoining buildings where radiation is used
  • The acquisition of any new X-ray units or radioactive sources
  • Implementation of new procedures involving any licensed item
  • The estimation of doses to workers and members of the public
  • The regular calibration of measuring instruments
  • The commissioning and acceptance into service of new licensed items
  • The development of appropriate quality assurance programmes

Persons intending to rely on these listings should make their own enquiries to ensure that their proposed RPA appointee is willing to provide RPA services appropriate to the requirements of the client.

Applying for approval to act as an RPA

Any individuals, corporate or unincorporated body of persons wishing to be approved to act as RPAs must be able to demonstrate to the RPA Assessment Committee’s satisfaction that they have:

  • The training, knowledge and experience of radiation protection
  • A degree or equivalent qualification in a physical science
  • The equivalent of seven years full time experience in a post directly concerned with radiation protection practice
  • The ability to advise the licensee on the implementation of relevant regulatory requirements and radiation protection practices for work involving potential for significant exposure to radiation

Application for inclusion on the RPA Register, for either Category I (medicine, dentistry, chiropractic and veterinary medicine) or Category II (industrial & educational), can be made to the EPA for approval by the RPA Assessment Committee.
