The Environmental Protection Agency (EPA) is the competent authority for granting and enforcing Integrated Pollution Prevention Control (IPPC) licences for specified industrial and agriculture activities listed in the first schedule to the Environmental Protection Agency Acts, 1992 to 2011.

Some of the classes are subject to thresholds. Any person carrying on an activity that is below a threshold must ensure that they do not exceed that threshold without first obtaining an IPPC licence.
The IPPC licensing of existing facilities was introduced to Ireland on a phased basis. Click on the link below to the latest Ministerial Order to see the most recent dates specified for the making of IPPC applications. Given that the dates set for the submission of a licence application for existing companies included in the first schedule have passed, it is of the utmost importance, if you are affected that you make arrangements for the completion of the application as soon as possible.
If your company is carrying on such an activity you are urged to contact the EPA without delay for further information on the licensing process and procedure.
If you are proposing to commence a new activity listed in the First Schedule you must obtain an IPPC licence before commencing the activity.
It is an offence to carry on a licensable activity without a licence from the EPA.
Given the complexity and scale of some IPPC activities, and in order to avoid possible delays caused by submitting an incomplete application, the EPA recommends that you engage in pre-application clarification/consultation prior to submitting your application for an IPPC licence.

If you are carrying on activities that meet the descriptions of activities set out in both, the First Schedules to the EPA Acts 1992 to 2011 and Third and Fourth Schedules to the Waste Management Acts 1996 to 2011 you can request that we make a declaration as to whether an IPPC or Waste licence is needed.
