Waste, IPPC and VOC renumbering

The Environmental Protection Agency introduced a new format for our licence register numbering system for Waste and IPPC licence applications in July 2006 and for VOC Permitting in February 2007.

This new format will help provide our clients and customers with greater and easier access to information on current and previous licence and permit applications.

Waste licence applications

  • All register numbers now start with a W.
  • Extra digits (zeros) have been added so that the main body of the register number has four digits, followed by a two-digit sequence number.  
  • To translate register numbers of licence applications which were in existence before 20 July 2006, simply add a W and either one or two zeros to the beginning of the register number to make up four digits and put a zero in front of the sequence number e.g. Reg. 10-3 becomes W0010-03 and Reg. 450-1 becomes W0450-01.
  • The content of existing licensing documents such as Final Decisions (licences) remains the same. In other words you will still see the old register number on documents that were created before 20 July 2006. All documents created after this date will reference the new register number.
  • All new waste licence applications from 20 July 2006 are automatically assigned the new format register number.

IPPC licence applications

  • All IPPC register numbers now start with a P and extra digits (zeros) have been added so that the main body of the number has four digits, followed by a two digit sequence number.
  • Facilities that have had more than one licence application have been renumbered to show the original register number and if any licence reviews have subsequently been applied for. 
  • All new IPPC licence applications from 20 July 2006 are automatically assigned the new format register number.
  • The content of existing licensing documents such as Final Decisions (licences) remains the same. In other words you will still see the old register number on documents that were created before 20 July 2006. All documents created after this date will reference the new register number.

VOC permit applications

  • All VOC register numbers now start with a V and extra digits (zeros) have been added so that the main body of the number has four digits, followed by a two digit sequence number.
  • Facilities that have had more than one permit application have been renumbered to show the original register number and if any permit reviews have subsequently been applied for. 
  • All new VOC permit applications from February 2007 are automatically assigned the new format register number.

Benefits of the new format

The new format:

  • Shows the application type (W = Waste, P = IPPC, V = VOC).
  • Shows IPPC and VOC application history via the register numbering system, thereby providing more user-friendly access to information.
  • Facilitates the reviewing of licence applications in order to meet the requirements of the IPPC Directive, Landfill Directive, Waste Incineration Directive etc.
  • Facilitates the high volume of new IPPC licence applications anticipated in late 2006, 2007 and beyond.
  • Harmonises the Waste, IPPC and VOC numbering systems.
