Project Abstract

The objective of this research is to develop a framework with a standard approach for generating, appraising and selecting alternative scenarios for sector plans in Ireland, with particular reference to land-use, water and energy-related plans. The framework will take the form of practical guidelines and recommendations, including a pick-and-choose toolkit of methods and tools. The role of alternatives as the core element of effective SEA will be examined (e.g. from gathering baseline data, through prevention in mitigation, to incorporating an audit stream of decision-making). The framework will address current practice issues and be based on international best practice. The framework aims at contributing to international and national research and practice by pragmatically addressing current deficiencies through the provision of a practical and comprehensive framework. This will be supported by a capacity building programme, to be prepared for the delivery of the proposed training session. The proposal will help integrate recent positive research initiatives and resulting findings and recommendations that, among other things, sought to promote best practice in environmental assessment in support of sustainable planning. The project will generate the following outputs: � State of Knowledge Report (on legal and policy frameworks). � Report on Current Practice in Ireland and Best International Practice � Framework for Generating and Evaluating Alternatives for Spatial Sector Plans in Ireland (with particular reference to land-use, water and energy related plans). � MOLAND Lite Modelling User Guide (with a worked example for its practical application). � Report on Consultation (feedback from interviews and international surveys). � Training Material (to support capacity building). � Conference paper. � Peer-reviewed publication in an international journal.
