Project Abstract
The proposed research will develop a framework to quantify the extent to which public sector budgets contribute to Ireland’s net-zero by 2050 commitment. It will involve the development of a national budget line-item level model linking spending changes to quantitative estimates of changes in carbon dioxide equivalent (CO2e) emissions resulting in each year to 2050. Projected CO2e changes can then be contrasted against Climate Change Advisory Council carbon budgets. The modelling process will involve developing a taxonomy of national budget line items based on expected emissions profiles. Then, line item level emission models will be applied which will utilise sector-specific business multipliers, emissions intensity factor projections and more advanced expenditure-emission elasticity estimates and models as needed. The framework will be applied to the last ten years of national budgets and developed into a programme which will allow rapid emissions modelling of future budgets.
