Project Abstract

The F�gra project examines the public�s use of weather forecasts and warnings and explores the current and future end-user needs of Met �ireann weather and climate services. Three systemic literature reviews which (1) examine human behaviour using protection motivation theory; (2) explore the �Warning and Informing� element of emergency management; and (3) review good practice in weather and climate-related risk communication, provide the theoretical foundation for the project. Following completion of the literature reviews, data collected from 6,500 respondents will be analysed using a range of quantitative techniques to determine, inter alia, individuals� perception of weather and climate-related risks; the level of actual and perceived emergency preparedness in Irish homes; and individuals� trust in the information and guidance provided by Met �ireann, and other government and public agencies. Using Storm Emma as a case study, F�gra will undertake a review of the warnings and guidance issued by Met �ireann during this national emergency, with particular emphasis on how the public responded to these warnings. Focus groups, supported by interviews, will be used to provide an in-depth exploration of how, why, and from whom the public seek weather and climate information their perception of accuracy in weather forecasting and climate projections, and their current and future weather and climate service needs. Based on the two sets of survey data, gathered from over 10,000 households, a Case Study of the response to Storm Emma, focus groups and interviews, F�gra will present evidence-based recommendations to inform the development of Met �ireann�s public weather and climate services and to assist in the advancement of emergency management policy in Ireland. F�gra contributes to the UN Sustainable Development Goals and the National Strategic Objectives by contributing to the development of a more resilient society.
