Project Abstract

In order to limit climate change to at most 2 degrees (as in the Copenhagen Accord), developed countries must cut emission by between 25-40% on 1990 levels by 2020 and by 80-95% on 1990 levels by 2050. The EU has internally agreed effort sharing on an EU wide target of a 20% reduction, giving Ireland a 20% reduction on 2005 by 2020. Ireland and other developed countries have also committed to transfer of finance for developing countries. Ireland will face significant economic challenges in meeting both its financial and mitigation targets. The range of actions available to the Irish economy for compliance with targets is dependent on international forces and international market movements. This fellowship will track international developments for new obligations on Ireland and the availability of actions for compliance with those targets. Socio-economic analysis will be essential to ensure that actions necessary to reduce greenhouse gases are taken at the lowest cost possible. This involves addressing three key market failures; absence of a carbon price, barriers to technology and individual preferences/habitual behaviours. This fellowship will explore least cost opportunities for complying with targets while also identifying and exploiting green growth opportunities.
