Accreditation and Verification
CBAM Declarants may submit annual CBAM declarations based either on actual verified emissions data or on default emissions values, which are published by the European Commission here.
Third-country operators producing CBAM goods can monitor their emissions and ensure the verification of these by an accredited verifier. If third-country operators cannot provide a verified emissions report, CBAM declarants will have to use default values in their annual CBAM Declaration.
How to become an accredited CBAM verifier
Verifiers can apply for and receive CBAM accreditation through national accreditation bodies across EU Member States. Verifiers established in an EU or EEA country should seek CBAM accreditation in the National Accreditation Body (NAB) of their country of establishment. If this country does not offer accreditation services, applicants apply with another NAB. Verification companies that are established outside the EU may apply to any NAB offering this service. The European Commission maintains a list of NABs providing CBAM accreditation services here.
Within two months of receiving their accreditation and from 1 September 2026, verifiers must submit an application for registration in the CBAM Registry to the NCA in the Member State where the accrediting NAB is established. A list of accredited CBAM verifiers will be published by the European Commission following accreditation of the first CBAM verifiers in Q3 2026.
Roles for CBAM accreditation and verification
Installation operators, established outside the EU and providing CBAM goods to authorised CBAM Declarants, monitor and calculate the embedded emissions associated with the production of CBAM goods according to the CBAM methodology and provide this information to an accredited CBAM verifier. The operator of the installation contracts an accredited verifier.
Accredited CBAM verifiers review this information and issue a verification report which can be used in CBAM Declarations. CBAM Declarants use this to complete and submit their annual CBAM declaration where they are using verified emissions data.
Operators of Third Country Installations portal
Suppliers in third countries can register in the CBAM Registry (specifically in the Operators of Third Country Installations (O3CI) portal) to provide their emissions data to CBAM Declarants.
Following verification, operators can upload emissions data for their installation and share this data with all CBAM Declarants importing their goods into the EU. This can be provided as a summary of the emissions report for use in CBAM Declarations. If an operator does not register on the CBAM Registry, they will have to provide verified emissions data to CBAM Declarants separately.
