Purchase of CBAM Certificates
Authorised CBAM declarants are required to buy CBAM certificates, on a Common Central Platform (CCP) linked to the CBAM Registry which will be available from February 2027. Authorised CBAM declarants will be able to select how many certificates they wish to purchase in the Registry. Once payment is made, they will see their CBAM certificates in their account on the CBAM Registry.
50% CBAM Certificate Rule
From 2027 authorised CBAM declarants exceeding the annual threshold will have to buy a minimum number of CBAM certificates by the end of each quarter. This corresponds to at least 50% of the emissions embedded in CBAM goods imported into the EU since the beginning of the year.
In addition, in 2027 authorised CBAM declarants will have to buy the CBAM certificates which correspond to the emissions in goods imported into the EU in 2026. Declarants will buy the number of CBAM certificates which corresponds to the emissions embedded in the CBAM goods they imported in 2026 into the EU on the CCP from February 2027 and surrender these before 30 September 2027.
Annual Surrender Requirement
CBAM certificates must be surrendered annually based on the embedded emissions of imported CBAM goods as reported in each CBAM Declaration. To do so, authorised CBAM Declarants will purchase and surrender CBAM certificates from their CBAM account on the CBAM Registry.
Repurchase of Certificates
Following submission of an annual CBAM Declaration and surrender of the correct number of CBAM certificates, authorised CBAM declarants may submit a request to have some CBAM certificates remaining on their account in the CBAM registry repurchased. The deadline for submitting a repurchase request is 31 October of the year in which the CBAM certificates were surrendered by the CBAM Declarant.
Cancellation of CBAM Certificates
On July 1 of each year, the Commission cancels remaining certificates purchased in year X-2 that are still held in the account of a CBAM Declarant in the CBAM Registry.
CBAM Certificate Price
The price of a CBAM certificate is calculated based on the auction price of EU Emissions Trading System (ETS) allowances expressed in €/tonne of CO2 emitted, as a quarterly average in 2026 and as a weekly average from 2027 onwards.
Each quarterly price in 2026 will apply to the sales of CBAM certificates corresponding to emissions in CBAM goods imported into the Union during that quarter.
From 2027, a weekly CBAM certificate price will be published by the Commission. Quarterly prices published to date for 2026 are shown below and are published by the Commission here.
