Appeals policy

All appeals must be submitted within 30 days of the date of notification of the outcome of the evaluation process. Appeals submitted outside of the 30-day period will not be considered. 

It is important to note that disagreement with peer reviewers or panel members’ comments are not grounds for an appeal. However, applicants may appeal if they consider that the process for reviewing their application was not adhered to or that it was not conducted fairly. 

Appeals process

The appeals process has two stages: 

Stage one: contact with the EPA Research Manager

Applicants whose proposals have not been recommended for funding, and who are concerned about any aspect of the process, should in the first instance contact the EPA Research Manager in writing via research@epa.ie. The EPA Research Manager will respond within 10 days. 

Stage two: review of the appeal by the EPA Evidence Programme Manager

If the applicant is not satisfied with the response received from the EPA Research Manager, they should submit a further written request for review by the EPA Evidence Programme Manager within 14 days of the EPA Research Managers response – this request must be submitted via research@epa.ie. The request should clearly state the grounds for the appeal and must be endorsed by the Research Office/Managing Director of the Host Institution. The EPA Evidence Programme Manager will issue a report within 30 days of receipt of the request. The report will be sent to the applicant and the Research Office/Managing Director of the Host Institution. The decision made by the EPA Evidence Programme Manager will be final.
