This is the fifth EPA report in a new series of quarterly greenhouse gas emissions for Ireland to support more frequent monitoring of national and sectoral progress on climate action. This series complements the national greenhouse gas inventory and projections prepared annually by the EPA. Emissions in Quarter 1 2025 were up by 2.9% on the same quarter last year. This was mainly driven by increased emissions in the agriculture sector (+8.7%) due to increased fertiliser sales, and the Electricity sector driven by a 4.1% increase in electricity generation from fossil fuels.

This is the fourth EPA report in a new series of quarterly greenhouse gas emissions for Ireland to support more frequent monitoring of national and sectoral progress on climate action. The series will complement the national greenhouse gas inventory and projections prepared annually by the EPA. Emissions in quarter 4 2024 were up by 2.5 per cent on the same quarter last year. This was mainly driven by increased emissions from electricity generation (+11.3 per cent), and agriculture (+3.8 per cent). It should be noted that these data have been seasonally adjusted to provide a clearer picture of the underlying trends independent of seasonal fluctuations.

The series will complement the national greenhouse gas inventory and projections prepared annually by the EPA. Emissions in quarter 3 2024 increased by +0.5% (+60 kt CO₂ eq) compared to quarter 3 2023, driven mainly by increases in the Buildings (+162 kt CO₂ eq) sector (due to increased heating demand from cooler weather) and Agriculture (+99 kt CO₂ eq) sector (due to increased fertiliser use).

The Environmental Protection Agency (EPA) commissioned KPMG to design and deliver Ireland’s first dedicated National Climate Change Risk Assessment (NCCRA). The purpose of the NCCRA is to provide for an iterative and scalable approach to assessing climate change risk. The NCCRA is delivered through three reports; a Summary for Policymakers which contains a summary of policy-relevant aspects of the NCCRA in non-technical and accessible language; a Main Report which provides an overview of the methodology, findings, and recommendations to improve climate risk assessments; a Technical Report which sets out the evidence base for the NCCRA and further detail on the risk assessment findings, including descriptions of exposure, vulnerability, and consequence and outlines knowledge gaps.

This report provides an assessment of Ireland’s total projected greenhouse gas emissions out to 2055 which includes an assessment of progress towards achieving its National ambitions under the Climate Action and Low Carbon Development (Amendment) Act 2021 and EU emission reduction targets for 2030 as set under the EU Effort Sharing Regulation (Regulation (EU) 2018/842).
