The European Commission commenced a REFIT evaluation of the SEA Directive in late-2017. It is designed to assess the performance of the Directive and ensure that it is "fit for purpose".
This evaluation exercise aimed to identify how or why the Directive is/is not working. It also looked to identify issues arising in the existing legal provisions of the directive. The evaluation was performed against five criteria:
