Behavioural insight is a foundation of the EPA's Circular Economy Programme, providing evidence to inform policy, behavioural change interventions and awareness campaigns. 

The EPA's Circular Economy Behavioural Insights Research Programme explores the attitudes, behaviours, motivations and barriers that influence how people buy, use, re-wear, reuse, repair and dispose of clothing. The research provides evidence to support policy development, behavioural change interventions, stakeholder engagement and awareness campaigns that can help reduce textile waste and support Ireland's transition to a circular textile system.

The EPA contracted Ipsos B&A to carry out the following studies:
